For the University of Florida and the University of West Florida, this element should be coded to indicate whether the fees for this course are being charged according to a differential tuition fee plan as described in 6C-7.001 as described below:
"6C-7.001 Tuition, Fee Schedule and Percentage of Cost. (4)(e) Pursuant to CS/CS/HB 1567, 2000 Legislature, a university may use a plan, approved by the Board, for a differential out-of-state tuition fee for students who are residents of another state that borders the university's service area."

Students eligible for this fee plan are those who are Non-Fla residents (FEE_CLASS_RES 01106=N,A,E) who state of residence is Alabama.
For UF, only students taking courses on campus 75 (01009=75) are eligible.
