If the student is a non-resident alien then code a non-XXX value. A 5% tolerance for XXX is allowed for non-resident aliens.

Load programs on ENROLLMENTS table will NULL value when RACE_ETHNICITY (01044)on PERSON_DEMO table NOT 'O').
